Overview

Dublin Airport is currently implementing a €3bn capital investment programme to grow the capacity of the airport.  A vacancy has arisen within the Infrastructure Department for a Health and Safety Lead. The purpose of the role is to provide advice on overall compliance in matters of HSSE in accordance with the contracting Entity’s policy and relevant statutory provisions. The role holder must lead by example and serve as a role model in mobilising all project contractors and ensuring the highest standards of HSSE are adopted throughout the programme.

Qualifications

  • Health & Safety Diploma or Degree Qualified
  • 10 years+ experience in HSE across major infrastructure and engineering projects particularly in the aviation industry
  • Previous experience managing HSE on site
  • Experience in developing and maintaining HSE Management Systems, Safe T Cert, OHSAS 18001, ISO 45001
  • Knowledge and familiarity with contract documents, forms of contract and specifications will be advantageous
  • Excellent written communications and interpersonal skills are essential
  • Team player, self-motivated and able to work using his/her own initiative
  • Excellent organisational skills with a positive, can-do flexible work attitude
  • Ability to work to strict deadlines and handle conflicting priorities
  • Strong computer skills including MS Office, excel, AutoCAD, MS Project Primavera
  • Ability to manage a contractor site meeting

Responsibilities

  • Support the Head of Health and Safety in the development and implementation a credible HSE Management System for the Contracting Entity’s Infrastructure Department, including but not limited to KPIs, dashboards, procedures, best practices, lessons learned and reporting systems / applications, which align to the Contracting Entity’s company policies, procedures, and legal requirements
  • Provide appropriate level of oversight of the management of HSSE impact within the Programmes
  • Develop and deliver HSSE induction to staff and sub- contractors
  • Conduct site audits, site inspections, task inspections, environmental audits
  • Review PSDP, PSCS project documentation – Preliminary plans, Construction stage plans, Emergency plans, Risk Assessment Method Statements, Temporary Works, and Lift Plans. Attend co-ordination meetings, site set up meetings, project status meetings
  • Assist with implementing ISO standards and ensuring these standards are maintained
  • Review and update SOP’s, construction site permits and safe plan of actions
  • Enforce preventative measures, review control measures, amend where required
  • Ensure that record of statutory inspections is kept for all projects
  • Manage the Permission to Work (P2W) system, review all submitted documents before permission to work is granted
  • Review relevant information in safety files for handover to the Contracting Entity at the end of the project
  • Incident investigation oversight to ensure lessons-learned are implemented
  • Report on HSSE performance of the programme using suitable key performance indicators
  • Keep relevant teams and individuals within the programme appraised of any proposed change in legislation that may impact on their business and advise of the implications
  • Establish, drive, and implement best practice in relation to HSSE across the programme
  • Provide expert advice, assistance, and support to the Programme teams on HSSE requirements
  • Ensure the HSSE management systems, processes and tools are fit for purpose and drive continuous improvement
  • Lead the development of processes that enable safety, and occupational health risks to be identified and mitigated – including those associated with organisational and operational change
  • Ensure that there are effective processes for the recording, reporting and investigation of accidents and incidents in order to develop a culture where lessons are learned and drive risk reduction
  • Maintain theoretical and practical competence in the field of HSSE management, including the application of relevant legislation and industry requirements
