The Head of Safety and Compliance will take on two key functions within the RSI Senior Management team. The main priority of this role is shaping and influencing a culture of safety, quality, collaborating with other dept managers and colleagues across the Airport campus to maintain a highly effective safe working practises that are deeply embedded in the day-to-day operations. The second priority is to Manage positive relationships with a range of external stakeholders and third parties both national and international such as GACA, ICAO, ACI etc. Detailed below is a range of activities that he/she will be required to undertake as part of the RSI Senior Management team.
- Responsible individual and focal point for the development and maintenance of an effective SMS.
- Ensure that the processes needed for the SMS are established, implemented, and maintained.
- Facilitate hazard identification, risk analysis and management.
- Support the review and maintenance of all necessary Policies and procedures aligned to the Airport Operations Manual and the Emergency Management plan.
- Manage a robust and effective reporting data base that allows the team to identify and manage any trends and assisting in providing effective monthly management information.
- Ensuring that there is a comprehensive audit plan in place that identifies, and actions all risks as well as simple mechanisms to report any near misses or accidents in an efficient and timely manner. In addition, he/she will ensure that all corrective actions are followed through in a timely manner.
- Drive and support the Management of Change process with each of the departmental managers.
- Facilitate safety management training and ensure that it meets acceptable standards.
- Maintain a transparent Investigation platform that captures all issues and contributing factors complimenting the “Just Culture” framework.
- Interacting with the national regulator (GACA) ensuring that the Airport is as far as is practicably complaint with the relevant National Regulations, i.e., for Aerodrome Certification (GACAR139), Safety Management Systems (GACAR-5) and be the single point of contact for any queries that may arise.
- Follow through on any non-compliances reported and ensure that effective and transparent communications between the airport and the Regulator are consistent with the SMS.
- Implement a regular internal Review of the regulations and carry out scheduled Audits of the Aerodrome to satisfy our internal governance protocols.
- Ensuring that all Airport Stakeholders are fully prepared for any potential Audits or inspections by GACA or other regulatory authorities.
- Advise the Senior Management team of any potential Risks or trends that may have an impact on our certification and that the appropriate measures are taken to address same.
- Provide Updates to the Executive management team (Nominated Persons) of any changes to regulation and or amendments that may have an impact on the overall operations.
- Feed into the Business continuity framework and be part of the BCG groups as required.
- Support the Airport Emergency Exercises and planning of same.
- Provide project support for the Team ensuring any new infrastructure is aligned to both Safety and Regulatory Standards.
- Maintain a risk register in coordination with all members of the Senior Management team.
- Support the implementation and maintenance of the Operational Environment and Social Management Plan, support the development of regular reports pertaining to this plan and provide it to the regulatory bodies i.e., GACA, NCEC as well as the client RSG.
- Undergo any additional Tasks as required by the Senior Leadership team.
This candidate will be required to undergo a GACA Technical Interview and Assessment as well as a client interview. Details will be provided during the interview process.
It is important to note that the location is a new destination and not fully established therefore remote. This will be further discussed at time of interview.
