Group Security Compliance & Hold Baggage Screening Specialist

Overview

daa has invested significantly to deploy EDS Standard 3 detection capabilities to screen hold baggage at Dublin and Cork airports. We are currently upgrading the capability of our security equipment in this area to further improve our compliance standards. Implementing a fully compliant hold baggage screening operation is of critical importance to daa.

 

In order to further assure the daa Head of Security Compliance and the daa Airport Security Manager, daa now needs to deploy a compliance oversight specialist in this area.

 

The role of this Compliance specialist will be to conduct Audits, Inspections, Surveys and to assist with Covert Testing of the entire HBS system, including on the training of HBS screeners. The specialist in this role will also become a compliance subject matter expert on all security equipment compliance requirements and will contribute fully as a member of the compliance team to ensure that the security programmes at both Dublin and Cork airports are compliant.

 

This will involve delivering inspections, audits and observations of both programmes when scheduled. The role holder will assist with the HBS testing programme under the guidance of covert testing personnel within the Group Security function.

 

The role holder will be required to run quarterly compliance workshops with HBS Mgt, Supervisors and with screeners to review compliance report trending. This output of these workshops will be to:

  • Advise on the updating of relevant SOPs as required.
  • Ensure that training material is updated, improved, and amended as required.

 

Build confidence within the screening teams regarding the consistent and confident implementation of complex screening requirements, regardless of location on behalf of daa.

Qualifications

  • Aviation Security implementation experience is desirable.
  • An auditing background is also desirable.
  • Must hold a full clean driver licence.
  • Ability to work without supervision and on own initiative.
  • An ability to follow an established compliance template and reporting format.
  • A proven ability to challenge poor performance and provide feedback.
  • Excellent communication skills.
  • Proficiency in MS Office applications.
  • Risk assessment training within 1 year of entering into the role.
  • Complete specialist training as required.
  • Hold an ICAO National Inspector qualification within 1 year of entering into the role. (Training is provided).
  • Demonstrate by way of online assessment testing an excellent competence in English
  • Operational knowledge of Aviation Security requirements.
  • Operational experience in Airport Security.
  • Hold a Third level qualification.
  • Ability to operate as part of a team.
  • Excellent communication and facilitation skills, both oral and written.
  • Organisation and administration skills including computer literacy.
  • Maintain high levels of confidentiality and discretion.
  • Ability to implement new processes across range of areas.
  • Ability to deal credibly with management across the company.

Responsibilities

  • Review the current hold baggage screening Processes.
  • Review the relevant working Instruction.
  • Agree a robust inspection and auditing schedule to cover both airports with the Security Compliance Team lead.
  • Build understanding and work closely with the HBS Covert Testing process.
  • Develop excellent and very productive working relationships with all HBS stakeholders both internally within daa and with all external 3rd parties including delegated entities and all manufacturers.
  • Professionally undertaking security compliance monitoring processes as directed, to verify that DAA security policies are implemented in accordance with the required regulation.
  • Carry out the full remit of compliance audits, inspections, and surveys so that the daa’s NCASP mandated quality control programme is delivered in accordance with IAA approved standards and procedures.
  • Following training, required to highlight aviation security risks in this key aviation security area which daa may be exposed to.
  • Ensure that the security regulations covering all security equipment deployed by daa are compliant. This is a contingency role and will require the development of a close working relationship with the Security Equipment Specialist within the compliance function.
  • By producing high quality reports, in line with Group Security’s reporting requirements, pertaining to compliance with security requirements.
