Community Liaison Lead – Noise Insulation Scheme

Overview

Over the next ten years Dublin Airport intends to invest over €2.9bn in its infrastructure. This infrastructure will grow the capacity of the airport, while continuing to improve the passenger experience, airport efficiency and sustainability.

 

An important part of this programme of work will be the successful delivery of Dublin Airport’s residential insulation, grant, and voluntary purchase programmes. The residential insulation programme is currently underway and the successful candidate will work with the wider team to continue to deliver this programme of works on any remaining properties. Subject to planning approval, Dublin Airport is also seeking to implement a proposed insulation grant scheme. It is currently expected that c. five hundred local residences will benefit from the works associated with the overall insulation programme.

 

A critical enabler of the programme’s success will be the extent to which residents, both eligible and ineligible, are properly consulted and informed, from early planning phases through to implementation and post-works monitoring. In this regard, daa is now seeking to recruit a Community Liaison Manager to deliver effective engagement for this programme of works.

 

This is a defined purpose role within daa. The role sits within the wider eco-system of Dublin Airport and daa group. This role will interface with multiple internal departments to ensure a seamless coherent message to our neighbors and strong management of information. Critically, this role shall directly interface with the daa community engagement team and wider communications department.

Qualifications

  • 5 years + experience in a Strategic admin/ project supervisor role in a large organisation.
  • Previous experience in community stakeholder management on similar construction or development projects would be an advantage.
  • A background in communications is desirable but a proven history of strong communication and engagement is essential.
  • Excellent listening skills with an ability to demonstrate empathy and understanding with programme participants
  • Ability to communicate and interact effectively, exercising appropriate judgement and leadership in conflict situations.
  • An ability to collaborate effectively across functions and build strong working relationships both internally and externally.
  • An excellent proficiency in MS Office, SharePoint, and Project Management Systems.
  • A strong track record of engagement and influencing skills with proven ability to deliver results to tight timelines.
  • An ability to work and deliver under pressure, managing multiple priorities, handling conflict and ambiguity well.
  • Excellent organisational and problem-solving skills with keen attention to detail.

Responsibilities

  • The successful candidate will act as point-of-contact for the local community particularly in relation to the delivery of the Noise Insulation Programme enabling a level of strong and transparent engagement with all stakeholders.
  • Develop a high level of understanding of resident issues affecting the community and work to build positive and trusting relationships.
  • Responsibility for responding to all resident queries in a timely and efficient manner ensuring to work in tandem with project managers, consultants, and contractors. This will enable the role holder to translate technical and complex information into clear and understandable information for the public.
  • Support and be involved with the development of standardised public facing material on key issues such as noise and associated mitigation measures.
  • Using all resources available both internally and externally to develop an in-depth knowledge of the insulation scheme eligibility criteria, materials, and programme.
  • Take responsibility for the development of specific engagement plans at varying stages of programme development and implementation. This will be in co-ordination with the wider project team planks and programme roll out.
  • Support the delivery of specific communications and engagement events including regular updates to participants and information on programme milestones.
  • Assist in the management a centralised repository information system, which contains information on eligibility contours and insulation data.
  • Track and provide monthly reports for the business and where required, provide input into the wider regulatory compliance reporting regime.
  • Support engagement with the Aircraft Noise Competent Authority and Fingal County Council on all related planning conditions associated with the insulation scheme.
